On Monday, the Ramsey County attorney’s office charged Sutherland, 39, with one felony count of blackmail with violence in connection with Friday’s incident.

Based on the complaint, officers responded to the 800 block of Entrance Road at 8 pm Friday night for a complaint of a man who had a gun outside a building. The caller said the male suspect was holding a gun and a female subject “appeared to be in distress.” The second caller said she was on a video call with her sister, who said her boyfriend was trying to shoot her, and that the boyfriend snatched the phone and threw it in a field.
When officers arrived, they found Sutherland walking out the back of the deal. An officer advised him to stay away from her and put his fingers on her head, to which Sutherland reportedly said, “I called 911 and you’re trying to arrest me?” Although he continued to yell at the officer, he followed the officer’s instructions and was taken into custody.

Another man came out of the building and spoke to police, saying he was an established friend of Sutherland. He told police that Sutherland had recently attended the development with his girlfriend and that “there have been problems between them when they fight”, the complaint mentions. He said he was the target because they were fighting and he had to “physically get in between them and separate them.” He denied pointing the gun at Sutherland.
Police located Sutherland’s girlfriend inside the residence. She told police the argument began after he told her they were not attending a track competition. She said Sutherland was also frustrated with neighbors “being racist toward her” and believed he was taking out his anger on her, the complaint states.
The woman noted that when she called her sister to explain the situation, Sutherland walked up to her and strangled her for a few seconds before slamming her phone multiple times on the kitchen counter, according to the complaint. . She said Sutherland grabbed a gun, pointed it at her, threatened to kill her and shot her in the chest with the gun.
While executing a search warrant at the deal, police found a plastic gun case on the mattress cover, with two handguns inside. In addition to the ammunition, police also recovered eight backup firearms.
According to the complaint, a blood-like substance was smeared on one of the weapons. Police reported that once they made contact with Sutherland, he had blood on his fingers.
The woman’s broken phone was also recovered.
Police responded earlier that night, but made no arrests.
According to the complaint, police were dispatched to the same address that night after a woman reported that her boyfriend had strangled her and was trying to throw her out of the apartment. Speaking over the phone, the girl refused to reveal her boyfriend’s name as she did not want anyone to get into trouble.
Responding officers spoke with the girl, who reported that she and Sutherland had had a confrontation over “something stupid” and that he had punched her in the upper chest at one point. She said that she was very nice and did not want help from police officers. Sutherland advised police that they had had a verbal confrontation and did not want police.
At present there has been no refusal to arrest anyone.
Lawyer says Sutherland “vigorously denies” the allegations
Sutherland appeared in court Monday morning and was later released on personal recognizance.

Legal defense lawyer John Daly is representing Sutherland.
